I've been using Windfinder for about a year now. Looking at it today I'm wondering how accurate it can be. It shows 0mph wind, but still shows arrows indicating direction.

I use Windy. It gives a composite wind map and also actual weather station reports can be overlayed on the map. Not an app but I also go to Wind Guru for wind and gust forecast.
If I'm not mistaken data is often collected at 30 meters above ground. Actual ground speed can differ as can direction.
Not that I have a lot of experience with it, but I've used Sailflow.
Wolverine, maybe the wind was so light, it didn't make it even one mile in an hour?
