The two children have been found. Would you assume that, since they were found so quickly, that they were wearing PFD's?

After listening to the news report in the above link, another boat said it did get very windy and rough that evening. Children were found a mile from where the boat, which had capsized, was found. Still searching for father.

From the GoFundMe page, the mother/grandmother says they were caught in a storm.
